As long as you already have a working knowledge of the guitar and can play an A chord and an F chord...you should be fine and dandy. I will teach you how to play the Dobro and Lap Steel guitar from a guitarist's point of view. No need for finger picks or anything else other than an instrument. An acoustic guitar or electric guitar will be fine for now. You will want a real instrument at some point. These instruments are tuned to open G which is (DBGDBG) Highest to lowest. You will want a proper slide for this. It is shown in the video below. Not your typical style slide.

I teach heavily with a volume pedal and the focus is mainly on trying to make the instrument sound like a pedal steel. It is the closest thing to having a real pedal steel (which can cost many thousands of dollars). This video will get you tons of those sounds out of an instrument that costs less than two hundred bucks!
I don't teach on an actual dobro in this video, I show everything on a lap steel guitar. Everything translates very well to a dobro.
